🚀 A Strategic Boost for Nursing Education


On June 5, 2025, the Ontario government unveiled a $56.8 million, multi-year investment to increase nursing education capacity across the province. This funding supports the creation of over 2,200 new training seats for Registered Nurses (RNs), Registered Practical Nurses (RPNs), and Nurse Practitioners (NPs) at accredited colleges and universities. Innovative, flexible, and online program delivery models are also part of this initiative.


This builds upon an earlier $4.2 million announcement to fast-track RN training—including accelerated degree programs at institutions like York University, Western University, Conestoga College, St. Lawrence College, Georgian College, Humber Polytechnic, and the University of Windsor.

📊 Nursing Supply Trends: CNO 2025 Report Highlights


The College of Nurses of Ontario’s (CNO) 2025 Nursing Statistics Report offers key insights into provincial workforce dynamics:


  • In 2025, 190,896 certificates were renewed, marking a 3.9% year-over-year increase with 7,133 net new nurses added—the largest surge since pre-pandemic levels.


  • Employment within Ontario grew 4.0%, the strongest growth in five years.


  • There was an expansion in RNs (+5.1%) and dual RN/RPN registrations (+21.9%), while RPN-only numbers stayed nearly level, reducing their share of the overall nursing supply to 30.8% in 2025.


  • Internationally Educated Nurses (IENs) now represent over 53% of new RNs, surpassing Ontario-educated graduates—emphasizing their growing role in workforce recovery.


  • The first-time renewal rate for IENs improved by 11.1%, though still lower than for locally trained nurses.

While the nursing supply is trending upward, demand remains high—especially in hospitals, long-term care, and rural settings.


The CFNU and Statistics Canada have reported a 219% rise in RN vacancies since 2017 and continued staffing pressures—even into 2023—with vacancy numbers hitting over 28,000 across Canada.


Ontario’s investments are part of its “Your Health: A Plan for Connected and Convenient Care,” which also includes streamlined pathways for internationally and inter-provincially educated professionals and financial incentives for rural placements.

  • Temporary Class Registration: This allows international recruits to begin practicing while completing full registration.


  • Community Commitment to Nursing Program (CCPN): Grants of $25,000 for RNs, RPNs, or NPs committing to practice in underserved or high-need areas for two years.


  • Canada launched the FREE PASS Program—a game-changing support system to help internationally educated nurses transition into the Canadian healthcare workforce with ease.
